NOTICE OF PUBLIC COMMENT PERIOD AND NOTICE OF PUBLIC HEARING – 2023-2024 CITY OF CLOVIS – CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

The City of Clovis will have copies of the draft 2023-24 Consolidated Annual Performance and Evaluation Report (CAPER) for the federal funded Community Development Block Grant Program (CDBG) available for public review and comment starting on August 30, 2024, and ending on September 16, 2024, 4:30 P.M., at the following locations:
- Clovis City Hall: 1033 Fifth Street, Clovis, CA 93612
- Clovis Senior Center: 735 Third Street, Clovis, CA 93612
- Clovis Transit Center: 785 Third Street, Clovis, CA 93612
- Fresno County Public Library in Clovis: 1155 Fifth Street, Clovis, CA 93612
- Clovis Recreational Center: 3495 Clovis Ave., Clovis, CA 93612

- City of Clovis social media sites, such as: Facebook, Instagram, and NextDoor
** All of the above facilities are readily accessible to individuals with mobility impairments.
A public hearing will be held on September 16, 2024, at 6:00 p.m. in the City of Clovis Council Chambers located at 1033 Fifth Street in Clovis to review and discuss approval of the CAPER. The facility is readily accessible to individuals with mobility impairments.
By this notice, the City of Clovis invites parties that have an interest or may be impacted by the activities discussed in the report, to submit a written comment in-person, via telephone, via mail or e-mail (see contact information below) and/or attend the Public Hearing to provide their views and comments. Citizen participation is considered an important element of the CAPER process and is encouraged by the U.S. Department of HUD to receive and incorporate public comments into its planning and review process. All comments received before 4:30 P.M. on September 16, 2024, at the addresses below, and those made at the public hearing, will be considered and included as an attachment in the CAPER document.

Notification Requesting Public Commentary (8/22/2024):
The City of Clovis has received development funding applications from the two following pipeline projects for potential funding under the Clovis Affordable Housing Trust Fund Program.
- 135 Osmun Senior Apartments ($1,000,000 in Clovis HTF requested)
- The Cottages at Magnolia Crossing ($500,000 in Clovis HTF requested)
Both projects are in the pre-development stage, and are actively searching for and applying for development financing to enable start of construction. On 9/3/2024, the Clovis City Council selected the 135 Osmun Senior Apartments for application to the California Local Housing Trust Fund Program for matching funds. Both projects are approved to be submitted as pipeline projects. Additionally, the 135 Osmun Senior Apartments project has also received $1,481,281 in PLHA funds from the City of Clovis, which has been committed via a funding agreement dated 5/20/2024.
