General Plan Update
Important Announcement: Opportunity to Request Land Use Designation Changes
As part of the General Plan update, the City expects to make changes and revisions to the Land Use Map. As part of this process, the City is providing an opportunity for property owners throughout the City and the Planning Area to request specific land use designation changes to their properties.
Applications for land use change requests will be accepted by the City between May 8, 2025 and August 8, 2025. Please see the attached application package and instructions for more details. Change requests submitted after the close of the application period may not be considered.
- Applications will be accepted through August 8, 2025 at 4:00 p.m.
- Submit completed Land Use Map Change Request Form along with $300 per parcel processing fee (payable to the City of Clovis)
- Submit applications to Lily Cha, Senior Planner at lilyc@clovisca.gov.
- Applications may be dropped off at the Planning and Development Services Department at 1033 Fifth Street.

Welcome to the City of Clovis’ General Plan Update website! The City is excited to embark on the process of preparing an update to the City’s General Plan and accompanying Environmental Impact Report (EIR). This website will provide the community with an ongoing resource to share input, track progress, review resource documents, and participate in this important project.
Each city in California is required to have a General Plan, which serves as a visioning document for how the City should grow and develop over time. The City of Clovis last updated its General Plan in 2014. The last decade has brought a wave of changes: new housing developments have been built, business and industry needs are different, and the way people get around town has changed. The City’s General Plan now requires strategic updates to create a cohesive vision for the future of Clovis, including addressing land use holistically and reflecting changes to recent legislation and housing trends. The City of Clovis General Plan Update will provide residents, businesses, and other stakeholders the opportunity to provide input to help shape the direction of the City for the next twenty years.

Throughout the project process, the City will provide various opportunities for you to share your vision for the future of Clovis. The City needs your help to make the General Plan a success. What do you love about Clovis? What opportunities and challenges do you think face the City as it grows over the next 10, 15 or 20 years? Weighing-in on the General Plan Update process will help make sure that the plan conveys the values and priorities of the Clovis community.
General Plan Advisory Committee Application
The City is accepting applications for the General Plan Advisory Committee (GPAC). The GPAC is a temporary community-based advisory group that will provide input throughout the General Plan Update process. Details regarding expectations and commitment requirements are outlined in the applicaction. A total of 15 committee members will be recommended to the City Council for final consideration in July, with final selections announced after the City Council approval.
