Housing Element Update
The Housing Element is part of the City’s General Plan. It serves as the City’s principal guide for housing programs and strategies to address housing needs. State law (Government Code Sections 65580-65589.8) requires that every City and County in California adopt a Housing Element as a part of its General Plan. The Housing Element must be updated every eight years and is subject to detailed statutory requirements and mandatory review by the California Department of Housing and Community Development (HCD). Clovis is updating its 6th cycle Housing Element for the years 2023-2031. You are invited to take part in outreach meetings, providing your input, and staying up to date on the progress.

The 2023-2031 Housing Element Update included two public workshops open for members of the public to participate. The workshops were held in the evenings at the Tarpey Elementary School cafeteria located at 2700 Minnewawa Avenue, Clovis, CA 93612.

Draft Housing Element
On July 22, 2024 the City received notification of conditional approval of the Housing Element from the California Department of Housing and Community Development (HCD). Staff will be presenting the Housing Element to the Planning Commission on October 3, 2024, and the City Council on November 4, 2024. The Housing Element is available below.
