Clovis City Council Candidate Arrested for Theft of Campaign Signs

On January 26, 2021, Clovis Police were contacted by Clovis City Councilmember Vong Mouanoutoua who reported many of his campaign signs had been stolen. A total of 42 signs were stolen from multiple locations throughout the city. The value of the stolen signage totaled approximately $1200.

Clovis Detectives began investigating and reviewed several city video cameras. Detectives located video of the thefts and were able to obtain a license plate of the vehicle involved. The vehicle, a white Ford F-150 truck, showed to be registered to a family member of Herman Nagra, a current Clovis City Council Candidate. Two suspects were seen committing the thefts. One suspect matched the description of Mr. Nagra.

This morning, Clovis Detectives served a search warrant at the residence of Mr. Nagra near Temperance and Gettysburg in Clovis. Upon searching the residence, the stolen campaign signs and other evidence was located. Campaign signs belonging to Councilmember Mouanoutoua and City Council Candidate Diane Pearce were recovered in the backyard. Mr. Nagra was arrested for grand theft, a felony, and transported to the Clovis Police Department for questioning. Upon speaking with Detectives, Mr. Nagra admitted to removal of the signs.

Mr. Nagra will be transported to the Fresno County Jail where he will be booked. A booking photo is not yet available. Detectives continue to investigate the case in an effort to identify the second suspect.
