The City of Clovis is now accepting community development and affordable housing project proposals for the 2025-2026 Community Development Block Grant (CDBG) Program. Project proposals will be accepted by the City of Clovis Economic Development, Housing, and Communications Department until 4:00 P.M. on Wednesday, March 12, 2025.  The CDBG application is available to download by clicking here.

The 2025-2026 CDBG program year will begin on July 1, 2025, and end on June 30, 2026. While the exact amount of CDBG funding is unknown at this time, it is anticipated that Clovis will receive approximately $680,000 from the U.S. Department of Housing and Urban Development. The City expects the total amount of funding requested will exceed the amount of funding available.

To be considered for funding, CDBG project proposals must meet one of the following objectives:

Directly benefit low- and moderate-income persons; 

Aid in prevention or elimination of slums or blight;

Meet an urgent need (the activity provides a remedy to a serious and immediate health or welfare problem, such as a natural disaster).

Proposals will only be accepted from the following:

Governmental agencies

Non-profit organizations

Private for-profit entities

Examples of CDBG projects completed in previous program years include Housing Rehabilitation, ADA Improvements, Street and Alley Improvements, Micro-Business Development and Public Services.

A workshop for those interested in submitting a proposal will be held on Thursday, February 6, 2025, at 2:00 p.m. at the City Council Chambers of the City of Clovis, 1033 Fifth Street, Clovis, CA 93612. COMMENT PERIOD CLOSED: HOUSING TRUST FUND

The City of Clovis has received development funding applications from the two following pipeline projects for potential funding under the Clovis Affordable Housing Trust Fund Program.
135 Osmun Senior Apartments ($1,000,000 in Clovis HTF requested)
The Cottages at Magnolia Crossing ($500,000 in Clovis HTF requested)
Both projects are in the pre-development stage, and are actively searching for and applying for development financing to enable start of construction. On 9/3/2024, the Clovis City Council selected the 135 Osmun Senior Apartments for application to the California Local Housing Trust Fund Program for matching funds. Both projects are approved to be submitted as pipeline projects. Additionally, the 135 Osmun Senior Apartments project has also received $1,481,281 in PLHA funds from the City of Clovis, which has been committed via a funding agreement dated 5/20/2024.
