Financing & Incentives
- The City of Clovis offers several types of incentives for the production of affordable housing for low-income families:
- Affordable Housing Trust Fund Program –
The City of Clovis is issuing a Request for Proposals for its Housing Trust Fund Program for the development of Affordable Housing. All proposals are due to the City by 8/20/24 before 3:00 PM. Requirements and additional information is found by clicking here and downloading the RFP.
- Affordable Housing Development Impact Fee Deferral Program –
The City of Clovis (City) is providing a Notice of Funding Availability (NOFA) for participation in the 2024-2025 City of Clovis Affordable Housing Development Impact Fee Deferral Program (AH Fee Deferral Program, Program). Funding will be made available on a first come, first served basis, for 120 affordable housing units, starting on July 1, 2024. The selected developer(s) will be required to perform all aspects of the affordable housing development (i.e.: property acquisition, entitlement, environmental clearance, financing, construction, sales and/or rental management). As an incentive in the production of affordable housing units in the City of Clovis, the City is proposing to provide funding through the AH Fee Deferral Program for the deferral of payment of a portion of pre-identified development impact fees.

Programs Available through the Planning and Development Services Department:
- Expedited Entitlements
- Density Bonus Ordinance – Provides incentives for the development of affordable for-sale and rental housing.
- Cottage Home Program – Properties with alley access meeting the specific requirements can participate in the Cottage Home Program. The program was created to encourage infill residential development in the Old Town Clovis area, where properties have access to alleys. Due to its success, the Cottage Home Program will be made available to qualifying properties citywide. Three (3) plans, FREE of charge have been developed to fit a variety of property configurations. These cottage homes, of less than 450 square feet, are intended to face onto alleys and provide for a unique pedestrian street environment while also revitalizing the alleys and creating more housing in the highly desirable City of Clovis.
