Measure Y Passed - What's Next?

With your support, Measure Y passed during the 2024 General Municipal Election with 66.92% of the vote!

Plans are already underway to deliver on the promises of Measure Y: maintaining 9-1-1 emergency medical/police/fire/paramedic response, fire protection, police patrols; keeping public areas safe/clean; retaining local small businesses/jobs; protecting local drinking water sources; accelerating repairs to streets/roads; addressing homelessness; maintaining youth, parks programs; and other general services. 

Measure Y establishes a 1¢ sales tax that is anticipated to provide approximately $26,100,000 annually, and the City began collecting this tax on April 1, 2025. Revenues raised by the tax belong to the City of Clovis and cannot be taken by, or shared with, the State or any other agency. 

Measure Y Oversight Committee

Transparency and accountability remain deeply important to us and the Clovis City Council has recently provided direction on establishing a Measure Y Oversight Committee.

The Measure Y Oversight Committee acts in an advisory capacity to the City Council by reviewing and reporting on the expenditures of revenue generated by the Measure Y Transactions and Use Tax. Members of the Oversight Committee are appointed by individual Councilmembers, subject to approval by a majority vote of the City Council. Individuals must be at least 18 years of age and have been residents of the City of Clovis for at least two (2) years at the time of appointment. Members must also remain Clovis residents while serving on the Committee. 

The Committee is responsible for reviewing City Council–approved budgets and budgeted Measure Y expenditures, annual audited City financial reports detailing actual Measure Y expenditures, receiving reports or presentations from City staff regarding Measure Y expenditures, and reporting its findings to the City Council at least annually. 

The Measure Y Oversight Committee meets at least twice per year once in December or January to review prior fiscal year expenditures, and once in July or August to review the current year’s approved budget. Committee members serve without compensation.
