Notice of Public Comment Period and Public Hearing: Annual Action Plan for the Community Development Block Grant (CDBG) Program

NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING FOR THE ADOPTION OF THE

2020-2021 CDBG ANNUAL ACTION PLAN AND AMENDMENT OF THE 2019-20 CDBG ANNUAL ACTION PLAN

The City of Clovis will have the 2020-21 Annual Action Plan for the Community Development Block Grant (CDBG) Program available for public review and comment beginning April 3, 2020.  The Annual Action Plan will be available for review during a comment period ending at the close of business on May 11, 2020, on the City of Clovis Web Site at https://cityofclovis.com/affordable-housing/cdbg-documents-2/.

By this Notice, the City of Clovis invites parties that have an interest in the proposed amendment or may be impacted by the amendment to provide written or oral comments. Comments must be received by the close of business on May 11, 2020, Comments received by the deadline will be included as a part of the public hearing.

A public hearing for both actions will be held on May 11, 2020, at 6:00 p.m. in the City of Clovis Council Chambers located at 1033 Fifth Street in Clovis.  Citizens may provide their views and comments on the proposed use of CDBG funds for the 2020–2021 program year.  The 2020-2021 CDBG allocation from the U.S. Department of Housing and Urban Development (HUD) is $750,024.00.  In addition, $122,731.00 in project savings from the previous funding year are being included.  The proposed use of funds for the 2020-2021 program year are as follows:

·         Housing Rehabilitation                                                                   $ 125,000.00

·         Dennis/Mitchell Alley Reconstruction                                     $150,000.00

·         Dennis/Beverly Alley Reconstruction                                      $140,000.00

·         Beverly/San Jose Alley Reconstruction                                   $140,000.00

·         Microenterprise Program                                                             $   70,247.00

·         Area-Based Policing                                                                        $ 112,503.00

·         Administration                                                                                  $ 135,005.00

Back-up Projects

·         Housing Rehabilitation Grants

·         San Jose/Scott Alley Reconstruction

·         ADA Improvements

In addition, in order to utilize CDBG-CV funds authorized through the Federal CARES Act, the City of Clovis intends to amend its 2019-20 Annual Action Plan to add the following activities:

·         Emergency Housing Payments                                                   $ 200,000.00

·         Meals on Wheels                                                                             $ 241,214.00
