Clovis, CA, May 20, 2025 – The City of Clovis is pleased to announce the selection of Paul Armendariz as Assistant City Manager. Mr. Armendariz currently serves as the Interim Assistant City Manager. The Clovis City Council unanimously voted to confirm Mr. Armendariz’s appointment to his new role during the May 19, 2025, Council Meeting.
Mr. Armendariz has 20 years of experience working for the City including 10 years with the Planning and Development Services Department and 10 years with the Public Utilities Department. As Deputy Director of the Public Utilities Department, Mr. Armendariz was responsible for several critical operations including water distribution and treatment, wastewater collection and treatment, parks, trails, City landscaping, and the operation and maintenance of traffic signals and City-owned street lighting. His extensive experience not only includes the management of many essential City services, but also strategic master planning, capital improvement projects, and the administration of complex budget and regulatory matters.
Having grown up in Clovis, Mr. Armendariz attended Clovis Unified schools, earned a degree in Civil Engineering from California State University, Fresno, and is a licensed professional engineer in California. His technical expertise is complemented by his active involvement in various technical and advisory committees and boards.

The City of Clovis is a Council-Manager form of government, and the role of Assistant City Manager is to assist the City Manager in implementing City Council policy decisions and administering day-to-day City operations.
